UN Council Approves the US Gaza Initiative

The Security Council has approved a plan presented by President Trump for establishing a long-term stability in Gaza, featuring the introduction of an multinational security unit and a possible avenue to a independent Palestine.

Broad Backing with Notable Absent Votes

The proposal was approved by a count of thirteen in favor, with China and Russia declining to cast votes. Washington's diplomat the US ambassador addressed the council chamber that it charted “a new course in the area for Israelis and Palestinians and all the inhabitants of the region alike”.

Compromise Wording on Independence

The inclusion of mentions to an sovereign Palestinian state was the trade-off the United States paid for support from the Arab and Islamic world, who are likely to contribute security forces for the international stabilisation force (ISF).

“The transitional arrangements that we embark on today must be implemented in following legal norms and respecting Palestinian rights,” James Kariuki declared.

Government Objection Persists

Nevertheless, on the verge of the UN vote, PM Benjamin Netanyahu restated his government’s strong objection to the creation of a Palestinian state, casting doubt on whether the Israeli government will allow the execution of the UN-mandated proposals.

Key Provisions of the Measure

  • Prompt removal of remaining curbs on humanitarian aid into the strip
  • Formation of an multinational peacekeeping unit
  • Steps toward reconstruction and a possible “avenue to Palestinian sovereignty and statehood”

Unclear Language and Requirements

The reference to independence was a negotiated inclusion to an initial US draft which excluded it. But the language is vague and contingent, promising only that once the Palestinian Authority has implemented reforms and the rebuilding of Gaza is advancing, “the circumstances may eventually be in readiness for a realistic route to Palestinian sovereignty and statehood.”

Worldwide Reaction

The phrasing fell far short of the strong guarantee to the establishment of a sovereign Palestine next to Israel sought by Arab and Islamic states, as well as European delegates, but in speeches to the assembly after the approval, delegates from those countries said they were prepared to accept the agreement in the benefit of prolonging the present ceasefire and immediate measures to provide for and safeguard the 2.2 million Palestinian people in the strip.

“Algeria has eventually decided to support of this resolution, a resolution that we back its core objective, namely the continuation of the cessation of hostilities and the formation of circumstances allowing the Palestinian people to claim their immeasurable rights to sovereignty and sovereignty,” the Algerian envoy announced.

Implementation Challenges

The proposal gives comprehensive monitoring control to a “stabilisation committee” chaired by the US president, but of unspecified participants. This committee has to inform the United Nations but it is not obligated by the wishes of the UN or by the Palestinian Authority.

Additionally, it requires the establishment of a Palestinian technocratic committee that is tasked with overseeing day-to-day governance of the Gaza and the provision of utilities, but it is quite ambiguous who would take part.

Peacekeeping Unit Mandate

The authority of the international stabilisation force gives it authority to disarm and dismantle armed groups in the territory, but it is highly uncertain that would-be troop contributors would be willing to face such groups. None of the states has so far pledged to contributing forces.

Moreover the standards for modification of Palestinian leadership, the precondition towards progress on independence, have been unclear.

European officials said they viewed it as pressing that the identities of the specialized group to distribute aid was agreed as promptly.
